Basics on Buffering, Please

After a couple of months of trying to get WMP to play a steaming news site, I finally have good clear video and audio.

However the site does not fully buffer. Buffering is very slow and seems to repeat itself. After buffering up to about 30%, it returns to 1% and starts over.

I have a mostly frozed picture on monitor and get an occasional bit of motion and a glitchy word or two.

On older and weaker machine, I had no problem with buffering. This site executed beautifully.

I have not changed ISP.

Buffering problems are related to what???
