Horizontal white lines when playing games?

I have a problem. When I play Civilization4, fable or the sims2 i get these white lines on the screen all the time and i don't know what to do. Here are screenshots from the sims2:

Any idea what might be causing this? I have fyi installed dx9c and updated my graphics card (MSI geforce4 256mb)
