HELP! Screen Saver Problem

Just built a new Shuttle XPC with Windows XP Pro and the screen saver and power down do not activate after specified time or any time. I have checked and redone the settings in the control panel display option several times with no success. I also uninstalled Norton Security Suite and Microsoft Plus which I thought might be the problem but they still don't work. My next step will be to uninstall the Nvidia video card driver (the card is good since it came from a previous build). Anybody have any suggestions other than starting over with a rebuild? :tazz:

System:
P4-2.4ghz, MX440 video card, NEC LC monitor, 512K mem, 120 HDD
Win XP Pro, Service pack 1 with all updates
