Hi Y2eel...Welcome to G2G!
Download Resources.zip and extract it to your desktop. Double click the extracted Resources folder, then right click on "Themes" and click "Copy". Now right click on "My Computer" and choose "Explore"...Right click on the "C" drive and choose "Explore"...right click on "Windows" and choose "Explore"...right click on "Resources" and choose "Explore"...right click on "Themes" and choose Delete. Accept the deletion. Now right click and choose Paste. Make sure the Themes folder you just pasted contains the folder "Luna" and the files "Luna" and "Windows Classic". Exit all open windows and reboot.
After restarting, try changing your theme as you normally would.
