Could the goo itself be the problem? Could it be getting old and more dense or less conductive or whatever it needs to be?
Because the fins look fine and the fan seems the be going at a good speed. Everything is pretty clean...

It would sure be worth a try. Be very careful when separating the cooler from the CPU (after all, it's glass) AND when cleaning it up. Any scratches or surface dings to the CPU core will degrade the heat disipation ability no matter what kind of thermal material you use.
