Dreamweaver Layers move when Resizing

I am new to web building, i have gone through a 10 hour tutorial on dreamweaver mx 2004. What i am trying to do is design a page that has 1 large cell with a BG that contains graphic boxes. I am tyring to use layers to just trace the boxes so that i can just copy and paste text and pictures within the boxes but the problem is that when i resize the window the layers move around. What i want is for the layers to be fixed within the cell so that when i resize it it doesn't move. I have tried just using cells but it gets ugly and sizes aren't as flush to the bg as it would be because i cant move cells around freely like i would layers? Plus i dont want to have too many tables on the page, im assuming it would load slower this way.

Have you checked their position on the page in dreamweaver?

And what browser are you using to priview them?
