mystery problem.........help!

i,ve a pc ,about 1 year old,celeron 2.4 ,256mb 333mhz ddr,asrock p4s61 motherboard,running xp.
this pc shuts itself off ,as if power was lost,and won't restart until i pull the power cord,wait a few minutes and plug it back in.when i do plug it back in,it makes a strange sound like studdering ,and i have to pull the power cord and put it back in a few times till it stops studdering.at this point it won;t power on at all,but give it ten minutes and it restarts fine,only to repeat power loss again,sometimes 5 minutes,sometimes a few hours later.
i have swapped hard drives,cleaned all fans,swapped video card,nic card,sound card,but still have problems.i thought maybe the power supply,but it does restart after i go thru above sequence.i have updated my nortan anti virus software and no virus.this is a fresh copy of xp on a new hd.
thanks in advance for your time and any help you may offer.

I would have said heat first, then power supply second.

All the gymnastic you are doing with the cords and what not are somewhat coincidental, I suspect.
