can't rotate my display 90 degreees

Can anyone please help me? I have a Dell monitor 1703 FP. It is a flat panel and has the capability of rotating 90 degrees. I rotate the monitor but cannot get the screen to follow. I've tried hitting the control +Alt+ all of the directional arrows and nothing works. I want to use this feature but can't find how to rotate the screen. I've right clicked on the desktop and brought up the display properties and checked every tab but there is nothing about rotating the display. I have an NVIDIA GEForce FX 5200 display adapter. Dell support will not help me, they said I have to pay for an answer.
