the boot disk is in as well as the cd rom

Hmmmmm...it was working a bit ago. Check the cables and make sure it is set to first boot device is BIOS

Should the cd Rom or the Hard drive be at the end of the ribbon?

When it prompts me to start with cd Rom, it says "no drives found"

The hard drive...the end connector is always the primary or master position.

If you are at the A: prompt, type fdisk and press Enter.

Does your floppy light up?

Download this version of Max Blast and install it to a floppy (follow the instructions for dong this on the download page...it's very easy). Put it in the 98 machine and restart. Let it set up the drive.
