problems with belkin wireless router

Hi,
Trying to set up broadband wireless network.
belkin f5d7633-4a wireless modem router
desktop with belkin 54g wireless card XP SP2
laptop with usb wireless link suplied with router Win 98 -can change to Xp if absolutely required but would rather not because of current programs running on this old machine
all components appear to function correctly indiviually.
router is showing internet and network connection
pc is showing router signal strength good<excellent
explorer and ip page cannot see net.
various coded messages, but it seems that the router modem cannot find the ISP or the pc side cannot see the router modem.
connecting lan via cable makes no difference to visibility

I want to have router direct to phone line, desktop wireless connection via wirelesscard - correctly installed -i think
laptop connected tp router via usb wireless supplied with router - correctly installed -i think
so two independant machines both accessing same dial up broadband service.
