All programs lock cant open anything but internet

what do you mean locked?
what happens when you try to run a program from the shortcut on your desktop?
what about running it from the start menu?

i cant run any EXE file no short cut from the desktop the only program that works is the internet and when i click a short cut it dims and just dosent do anything i know its a virus but i cant open norton 2006 because i have the processes in my task manager i delete them but they come back no programs open on start up the icons only show up on the desktop
