hey guys is there anything out there that can help resize a picture? This picture i want to put on my motorolla razer is 723kb... how can i make it 200kb or less?

O ya is there anything i can use to make music files smaller so i can put it on my 5.5mb phone to use a s a ring tone? the song is 4.8mb -_-
