blocked images in Outlook Express

I am not sure this is the correct forum but I am having troulbe in OE seeing images inf e-mail I have recieved.

A Red X is appearing instead of Pictures. My setting in Options/Tools/Security has "Block Images ......' is not checked. I have looked in help in Outlook Express and it says: "... you can download pictures and other content by clicking the Infobar, which is the banner near the top of the message."

I do not see an INFOBAR displayed.

What do I need to do?
