Can't Boot In Safe Mode, but can't boot normally

Hello,
1. Reboot
2. I get the gigantic E and press F8.
3. I get the safe mode menu and choose safe mode.
4. The screen changes and I choose my OS/XP.
5. A list of drivers scrolls across the screen.
6. I get the gigantic E and am back at the safe mode selection menu with a difference.
At the top of the menu it says sorry for the inconvenience but it had a problem possibly due to a new hardware for software, etc...
7. I choose to reboot normally.

First thing you need to do is to check into malware...some rarer malware programs will prevent you from entering safe mode to stop you from removing them
Your problem sounds suspiciously like that.

Thanks for the help. I removed InCD by Nero and the problem went away. Had to use an InCD cleanup tool provided by Nero as the uninstall feature does not work for this application. I suspect this problem was there for a while, but I just never noticed.
I guess I should install and test from now on.
