Invalid Boot.ini

My brother came home from college a while back and left his computer here. I hooked everything up but it wont boot. It gets to a point where it says:

Invalid boot.ini file
booting from c:\ windows\

Then it goes through the same process. "Windows could not boot correctly... blah blah"
It wont boot in safe mode or anything either.
Just to make things even better, I dont have a windows boot disk either.
I have no idea how to get in to get it fixed.
I could make a new boot.ini if i could get in there but...
Any ideas?

Howdy:

Boot using the XP cd..

Go to the Recovery Console and at the prompt, type in fixboot c: .. Press <enter>..

Reboot when finished and see what happens..

You can download a copy of the Recovery Console from HERE. Just burn the ISO to a CD using your favorite burning software like Nero, etc... and then put it in the CD-ROM drive of the non-working computer and when you get the message to press any key to boot from cd..., press a key.
