Hello , What will happen if i delete the INDEX DAT FILE in the cookies folder ? any ideas

I've done it before, it will rebuild itself. So no real damage occured for me.

CCleaner will clear index.dat

Click options, settings, tick run CCleaner when computer starts

This programme also has a registry cleaner, if you use it, always take the option to make a back up before removing files
