Laptop.. screens gone weird?

bios screens are green with white writing, then when windows XP starts the screen starts rolling??

like an untuned TV with the horizontal hold on the squiff.. i think its an sis graphics card but can't make it out ..

also the log in user box's (where you type) have moving thin red lines going through them???
