desktop icons disappeared - Please help

I have just installed a Chinese language program and suddently my computer got problem. All the desktop icons and the task bar dissappeared. I cannot use the keyboard short-cut to access the Control Panel or open any Windows. I dont have a clue about the reason why...

What should i do? Please HELP!!!
