Missing Wireless Link icon in Control Panel

I'm using Windows ME and don't have the Wireless Link icon when I go into Control Panel. When I looked in the C:\WINDOWS\SYSTEM folder the file Irprops.cpl wasn't there, however I have since found it in the zipped folder C:\WINDOWS\OPTIONS\CABS\NET3.CAB and extracted it to C:\WINDOWS\SYSTEM which is where the other Control Panel Extension files are. I hoped that when I rebooted, the Wireless Link Icon would appear in Control Panel but it hasn't. I can't launch the applet by clicking directly on the file either which I can with most of the other .cpl files. In short I have no idea what to do next.

Hope someone out there has some ideas.
