PCU compatability question

I have a 3.0 Pent 4 cpu and a mobo that's listed at 400 mhz FSB. Both are socket 478. If the cpu is 800 mhz FSB can it be used with the board as long as the memory and the board match up? Can a cpu listed under 400 mhz FSB be used or must the number match? Any help is appreciated.
