Streaming video failure

I don't seem to be able to stream video for some reason. I recently reformatted my hard drive and reinstalled XP, but this has been going on long before. If I try to play a music video online or the video files CNN.com's taken to posting, the stream doesn't work. Any idea? I imagine it's something to do with my video card, but I was able to stream video a few months ago... Thanks a lot!
