My taskbar is a tiny line at the bottom of my screen all i can do is right click it. I can drag it anywhere or resize it. It's not locked, but i still can't do anything to it. Any ideas?

Right-click on the taskbar, then click Lock the Taskbar.

thats grayed out. I can only do stuff to it in properties, and when i lock it the line just goes away and i have nothing.

Try to go in Properties (right-click on Taskbar, then Properties), and try to find out if Lock the Taskbar and Keep the taskbar on top of other windows are checked. And also if Auto-hide the taskbar is unchecked.

Yes I made sure of all that before. Im thinking that some files got deleted (spyware or something) so it changed the way my taskbar is acting.

I haven't used it before, but better to check it, it might solve your problem.
