I deleted mwEvtmgr.exe and RegSvcDll.exe how do i get these back? HHHHHEEEEEEEELLLLLLLLLLLLPPPP!!!!!!

I used spybot S&D's shredder to delete mwEvtmgr.exe and RegSvcDll.exe, Now my computer doesn't run properly. The computer doesn't run its processes correctly, so it completely freezes programs but seems to just run windows (ie Task Manager, and Explorer) but nothing else stars up like normal. Plz HELP!
I'm a computer guy, so you can tell me most things and i'd understand what to do
