how come when i try to install something some window installer pop up and said

This window installer service cannot be accessed. This can occur if you are running Windows in Safe mode, or if the Window Installer is not correctly installed. Contact your support personnel for assisstance

i downloaded the window installer 3.1 but i still have the same problem

Click start then run, type sfc /scannow then press enter, you need the XP CD and get a blue progress bar, when the bar goes, reboot.

Click start, all programmes, accessories, system tools to run disc clean up, click more options then clean up restore points, click confirm, click OK. Then from system tools, run disc defragmenter.

Click start then run, type prefetch then press enter, click edit then select all, right click any file then click delete, confirm delete, then reboot

Try using / installing Windows installer
