downloading audio tapes to pc and cutting a disc

I'm running Windows XP with Media Player ( I think ) 8. I have a number of audio tapes I want to transfer to the computer and burn discs. Windows help doesn't help, I was told I need to download additional software to do it. Any help appreciated.
