cmd.exe only works on port replicator

When I try and run cmd.exe when I am not hooked up to the port replicator (docking station) it fails with an initialization error (0xc0000142). If I am hooked up to the port replicator it works just fine.

It does not matter whether a network is present.

Any ideas of where to look?
