HELP! I can't connect to Ebay.com or Amazon.com in IE or FF.

I don't quite remember when this started but I was gonna go looking to buy something on Amazon.com and it wouldn't connect. It's like as if I don't have an internet connection. eBay also gives me the same issue. The weird thing is that although I can't connect to eBay's main site I can still look at auctions if someone sends me the link to it. I've also found out that I cannot connect to Panda Software's site to do an online virus scan. I really hope that you guys can fix this problem because the only solution I can think of right now would be to format. The problem persists in both Internet Explorer and Firefox. I've run Ad-Aware, Spybot: S&D, Kaspersky Anti-Virus Pro, CWShredder and MS Anti-Spyware. Nothing comes up in any of these programs.

Also, this is kind of odd. I have my Windows Firewall enabled in services and it's started but whenever I try to enable it it looks like this...
