Depending on your system you can download this program. It basically turns your computer into a webserver. It is simple and easy to install but if you come across any questions feel free to PM me or reply here. Also on that website are links to download Add-Ons such as PERL, Python, Tomcat and others.

Heh, sorry forgot to mention that PHP comes default with the program, no Add-On needed.
