I have a Netgear wireless router and any body close by can use it and the neighbours are using up all my downloads, how do I set up a password so only the people I want have access to my wireless router

Poke around in the router's control panel, look for the Wireless section.

In there should be an option for either WEP or WPA encryption. WEP is the easiest to set up, but WPA is more secure. WEP is sufficient to deter most users though.
