same problem back again

Everything seemed fine until i went back online. After i logged out it seems the original problem has returned. i still cannot open 'My Computer' or other windows files like 'recycle bin'. Also, at the top of the desktop has appeared a tool bar with a few windows files.

Any ideas how to get rid of this prob??
