My keyboard and mouse have gone crazy

My keyboard does not work, has power, my mouse works, sort of, I tried to use Dell help but mouse can not select questions, defaults back to first on list, when trying to answer, next, cancel or accept the cursor jumps back and forth and will not allow a selection.
When you just try to highlite a selection on the start up menu the highlight feature jumps back and forth on different options.

Is it my hardware or do I have a bug?
