Problem with optical and hard drives

Im building my own PC and everything has been put together. When i started it up all of the fans spin abd everything seems to be fine. When the IDE cables to the hard drive and the optical drives (2) they work, they spin up and the optical drives open. When i connect the IDE cables to them and then power the PC up again, the stop working. Also i am no getting any kind of signal when a monitor is attached.
here are the specs if they are needed

Intel P4 3.2 ghz processor with Hyper Threading, 800Mhz FSB, 2MB l@ Cache
Sapphire ATI Radeon X1300 512MB Video card, PCI Express
Asrock 775 Dual-880 Pro
1 GB dual channell DDR2 pc5400 (667Mhz)
Dual, Dual layer DVD Burners
Seagate 300 GB Hard Drive
