I have updated and scanned using Norton Internet security, and Search & Destroy, but Internet explorer is still being directed to 199.227.31.199/ssredir/gb.html when entering a web site.

I have also followed all the relevant steps in your guide.

Please reboot into safe mode (continually tap the F8 key while your system is starting, select Safe Mode from the menu).

Be sure you're able to view hidden files, and remove the following files/folders (if found):
C:\windows\system32\sncntr.exe
C:\Program Files\Video1 <- this folder
C:\windows\system32\evthtm.exe
C:\windows\system32\jttynsjj.exe
c:\windows\system32\mscnt.exe

Reboot your PC.
