Unable to access Internet with WEP on

Ok, i've tried everything. I have a static IP with specified WINS gateway and DNS addresses. I can access the net if I use someone elses unencrypted signal but when I get a connection on my encrypted signal I am unable to access the net. This is both my laptop and my PC that I have these problem with. I'm at a loss. I have a netgear router if that helps. I don't want to be stuck without WEP as I use the net for security necessary programs. Someone please show me the light at the end of the tunnel!!
