Cant use start button or other stuff on lower screen

hello, ive got a confusing problem on my computer that i cant really understand. THe lower half of the screen, the gray bar that holds the "start" button and several shortcut buttons, as well as the time display, does nothing. CLicking on any of the items on it, including the "start" button, does nothing. I dont recall doing anything weird to make this happen, but im very distraught. the only way to turn off the computer is to use Cntrl Alt delete, and i just really want that bar functioning again. Has this happened to anyone else before? Is there somthing i can do? any help would be greatly appreciated. I run on Windows 2000 NT if that factors into it.
