Will DX 10 render all current graphics cards outdated or will their be updates so that current video cards utilize it?

Doesn't affect the video cards in the slightest.

It's just newer technology which has always been backwards compatible with older cards that can't use the newer features of the new DirectX.

It is backwards compatible but its been designed to match up with the changes in gfx card architecture and rendering models, DX9 cards now wont be able to take advantage of the improvemments from dx 10 but they will still be able to use it.
