ftp: no connection

I am trying to set up my pc as an ftp server for friends to access files. I am using cerberus (free download) to run the server on my C:\ drive. I have a belkin f5d7632-4 wireless router, and am running xp home. I have forwarded port 21 in the "virtual servers" section of the router's homepage and added that exception to windows firewall on my machine. I can connect to the server using the internal ip address, 192.168 etc.where i get a login box appear, but cannot connect using the external ip. I am using a browser to connect but have also tried with FTP Voyager to no avail. I can connect to other people's ftp sites but cannot connect to my own. In command prompt using ftp, I can connect to my ftp but then immediately I get the 'connection closed by remote host' message. I have tried temporarily turning off windows firewall and the router firewall still with no luck. I've emailed my isp to see if they are blocking port 21 and emailed belkin to see if they have any known issues with ftp and portforwarding but neither have replied. Can anyone out there help me set up my ftp server? Thanks a lot in advance for any thoughts you have,

Are you trying to run an FTP server with XP Home?

thanks for the reply, I guess then, it is not possible to act as an ftp server with xp home, i'll give up for now. thanks for your help.
