system wont start in safe mode!

my system will start in normal mode, but i am having major problems with not being able to access my hard drive. when i try to reboot my computer in safe mode- the xp login screen shows up, and then the whole machine restarts! what's causing this, and how can i fix it so i can fix my other countless problems?
