Could i use and old PSU and just plug that into my video card? that way it will recieve enough Watts from that PSU and the mother board and such will pull from the other PSU?

Anything is possible, but the cost, time, modifications and everything else would far exceed the the cost of a new, bigger power supply and there would be a lot of issues to deal with.

So, the simple answer is no.
