After every startup, a runtime error keeps popping up. After I click OK, nothing happens, but a few minutes later it comes up again. How can I get rid of it?

Microsoft Visual C++ Runtime Library
Runtime Error!
Program C:\WINDOWS\SYSTEM32\ASRPOLCY.exe

What's ASRPOLCY? I googled it and there is nothing about it.
