Can't unregister msiexec

I'm troubleshooting a failure to install Norton AntiVirus 2005 on a new XP computer. Norton still thinks there is an old Norton program on my computer of which there is not.
I think I've traced it to a Windows Installer problem. I have downloaded all the latest from microsoft. I am currently trying to unregister and then register msiexec
From Start>Run I type msiexec /unregister and I get a windows message that says windows can't find msiexec (the file is in fact present)
not sure this will resolve my problem but I need to try...any help would be appreciated. cdavis
