XP running like ****!

From the beginning....My power supply blew...replaced it. Then the system ran really slow with XP on. I reloaded 98SE and then XP over top...but XP takes forever to load up and then the programs rarely respond. Can anyone help me? I have the system with bare minimums just to see if would help, but it doesn't.
