How to install windows 2000 with no cdrom?

ok, ive got an old sony picture book and have split the hard drive into 2 partitions. I've copied the cd onto the second partition by taking out the harddrive, and have made boot disks for windows 2000, but it wont let me start the setup from these, and if i use a windows 98 boot disk it says this setup cannot run from dos. Please help!!
