Bluetooth issue with XP Pro SP2

I have never used the Bluetooth on this laptop, I messed with it and gotten the antenna in the tray but was unable to get it to recognise my bluetooth enabled phone-Samsung A900. Went to Toshiba site and found that SP2 can disable bluetooth ablity to recognise........So following the directions I downloaded the new stack from Toshiba.....deleted the present and reinstalled the new download........It shows up in the control panel in the remove programs but does not show in the list of programs so that I can configure and look for the bluetooth phone........I have repeated this exercise several times without success........What am I missing here? Thanks in advance.......B
