Customized desktop goes blank after logon

Windows 98 loads OK to windows logon. Once I logon the start button briefly (very briefly) shows and then disappears - the desktop shows a blank - no bar at bottom, no start , no icons - nothing - there is just the flashing cursor which does nothing. Booting in safe mode produces the same blank screen. This has happened on a different computer running windows 98 after installing a program that froze. Since I cannot access any window icons / buttons / programs I went into DOS & deleted the program to no avail. Any advice would be greatly appreciated.
