windows 98 MS Dos Problem

When I turn on my pc clone desktop and the windows 98 screen comes on and on the next screen is a dos screen and the screens reads WINDOWS 98 MS-DOS Mode, Extended Memory (XMS) Support, Type EXIT to return to Windows 98. When I type EXIT the same dos screen comes back. The memory checks out ok and does'nt show a problem when I boot into Safe mode. Also in the Bios mode I can't can the boot order. Thanks
