I absent-mindedly loaded back OS (win98) and all program files to HD before resetting partition to larger than 2 Gb. Do I have to reformat to correct this mistake?

There are ways. If you have a copy of Partition Magic or similiar, these can resize the partition without needing to reformat (although the programs take no responsibility if your use of them causes other issues).
