viewing text ifo when hovering cursor over web page icons.

This should be an easy one if you know how!

When i hover my cursor over an icon on a web page, I dont get the beige colored text box displaying info about the link etc.

For instance, on magicseaweed.com they have wind speed arrows that when you hover cursor over, the beige text box tells you the wind direction info. This feature works on my PC at work, but not at home.

Please advise?
