"Best" is a bit subjective.
For me, the best is firefox. I like its speed compared to IE and I love the skins and extensions. I use adblock with Filterset.G and I hardly ever see a banner ad.
There are going to be problems with any browser, IE is not alone in this, its all about what you like. The great thing is that most of the alternatives are free, so you can go on a downloading spree and try them out. Uninstall the ones you dont like, and use the one you do.

If your going for a more secure browser go with opera and firefox. Firefox is the most populaire one aside from IE as it has many extentions and skins as ScHwErV had previously posted. If your looking for alernative and wanting a suggestion from someone else i would presonnaly say number 1 being firefox and i have heard good things about opera however never quite getting a chance to give it a try. The only disavantage about this is that it doesn't have active X controls so when your doing things such as updating windows you can't go to thier site using Firefox. That really being the only disadvantage about switching to firefox as far as i know.
Hope i awnsered your question.
thanx
