Popups blocked everywhere

I'm trying to install a Portable Internet Connection system through my USB drive. So i put the cd that installs the software into my ocmputer. When I noticed the setup wizard for the installation would not come up i went to My Computer and then double clicked my cd drive to start the setup manually. The installation wizard then appeared and disappeared very quickly and to quickly to even click anything. I've been having this problem with popups a lot where when i try to bring something up in a window other than my internet explorer the popups are blocked (links, installation wizards, etc.)

any help would be greatly appreciated

Are these windows dissapearing entirely from the desktop, including your taskbar ( blue bar ), or are they just not visible and still present on the taskbar?
